Glück-Auf - Peace Prize of the Essen Peace Forum 

Project: Peace treaty for Ukraine

Announcement of a prize in the amount of (aim at least €25,000 / €10,000 already promised)

Purpose: Creation of a draft peace treaty or partial aspects thereof that comes closest to a future peace treaty between Ukraine and Russia (alternatively: between these two states) that has been ratified by the parliaments of Ukraine and Russia.

Who organizes?

The circle of speakers of the Peace Forum Essen.

The speaker group of the Essen Peace Forum reserves the right to appoint third parties from friendly peace organizations and other human rights organizations to the organizing group and to dismiss them again.

Interested parties are therefore asked to contact the peace forum for a limited period of time:

The founding of an association is discussed, as is the request to associations to set up this organization as a mirror image as an independent work unit within their own structures.

Organizations such as:

  • Doctors Without Borders

  • International doctors against nuclear war

  • International Red Cross

  • Peace village international

  • Association of those persecuted by the Nazi regime

  • Other organizations interested in organizing a forum for drafting peace treaties


The aim is to develop a management board consisting of at least three, five or seven members.

Interested parties are welcome to contact "kontakt@essener-friedensforum.de" with a description of their fields of activity and references.

This option may not apply later on.

TITLE

Structure of the forum

  3. Draft peace treaties or parts thereof can be submitted to this online forum.

  4. Submitted drafts must comply with the following rules.

  5. Administrators monitor compliance with the rules.


Rules for the administration of the Forum: (rules in italics do not apply at the time of introduction. They can be introduced if the number of submitted drafts requires an expansion of the organization)

Administration regulation: 

  1. The top administrator level is made up of the three, five or seven members of the management team. It can appoint new senior administrators by unanimous vote and dismiss them with a 2/3 majority.

  2. Top management can change the rules with a 2/3 majority.

  3. It can revoke administration rights from middle-level administrators with a simple majority.

  4. Submitters of accepted suggestions qualify themselves to become mid-level admins. If the number of submitted suggestions increases so much that the upper level administrators are overburdened with the approval process, the submitters  are asked to become administrators themselves. They then form the middle administrator level

  5. Submitted proposals will be reviewed by at least three administrators.

  6. Submitted suggestions are distributed to the administrators using a random number generator.

  7. Administrators offer review times (e.g. reviewing the suggestions within the next 4, 12, 24, or 48 hours) and communicate this to the submitter. (Software Challenge - not critical for launch)

  8. Interested administrators are allowed to review all suggestions, including those for which they were not originally selected. 

  9. If an administrator does not take an exam within the period offered by him, after its expiration, either the present certificate of a non-commissioned administrator who voluntarily evaluated the draft without an exam request will be used, or the exam will be randomly assigned to an administrator from the group with the lowest Test period commitments (4 hours) awarded.

  10. If three administrators agree that a suggestion is acceptable, it is published.

  11. If only one or two administrators approve of the proposal, it will be submitted to three other administrators until it is either published or rejected.

  12. If nobody thinks the proposal is admissible, it is rejected.

  13. Once a proposal has been approved, it can be subsequently rejected by a majority vote of the highest administrative level.

  14. Each administrator is given the right to check other drafts that have already been approved and to consider them to be permissible or not. The admins should briefly state the reasons for the rejection in a message to the top administration level. If drafts that have already been approved are rejected by a majority of the other administrators, the highest level of administration deals with the approval. During this review, the draft will be exempted from publication. 

  15. The decision of the highest level of administration with the admissibility of a draft is binding (by simple majority). It can no longer be changed by the middle tier. However, the middle level is given the opportunity to inform the top level about their motivation.

  16. The top administration knows which administrator approved or rejected which draft. The middle-level administrators do not have this knowledge. This means that the top level knows e.g. E.g. who approves all drafts, or rejects all, or shows similar behavior.

  17. The top administration level reserves the right to adapt the stored algorithm. (e.g. if the top level is overloaded due to a flood of data, etc., to be changed with a 2/3 majority)


Rules for participation in the forum:

Rules on the neutrality and anonymity of the participants

  1. Submitted proposals are given consecutive numbers according to the time of approval. Submitters will be asked when they submit their submissions whether they are willing to act as administrators themselves.

  2. Submitters receive an access and edition authorization. You can activate a mailbox. Here you can choose whether you want to receive mail from the top, middle administration level or also from registered visitors. So you can decide who you want to get in touch with. You will be given the option to block individual other middle-level admins. 


Rules for evaluating the submitted designs:

Language rules:

  • The forum will initially appear in German.

  • The aim of the forum is to involve English, Russian and Ukrainian-speaking administrators and to publish the texts in several languages as trust and interest develop. 

  • It will be marked whether the text will be translated with Google Translate or www.deepl.com or by translators we trust, who will hopefully volunteer for us)

  • The language used should be based on the language used by the UN as far as possible. (aggression/war/conflict)

Rules on the content of submitted designs:

  • The goal of the forum is to provide a trustworthy platform for all sides. In case of doubt, drafts that are not completely compliant with the rules will not be permitted.

  • A submitted draft must be approved by at least three administrators (according to above No. 5).

  • The aim of the forum is expressly not to record or present the reasons for the conflict/war (adapt language usage to UN-GS Guterres). Assigning blame and justifications are therefore not permitted!

  • Any choice of words that could be interpreted as an expression of hatred is prohibited and will automatically result in the draft being excluded from the further review process.

  • Historically based derivations territorial ownership claims are not permitted. Such justifications contradict the internationally recognized principles of the inviolability of existing borders. Furthermore, it is not the task of the Peace Forum to assess the correctness of such derivations. (ATTENTION: Please note again the opinion of RA Schindler in his comments in the draft text, see his email from May 30th, 2022, 6:17 p.m., for discussion

  • Inadmissible are e.g. For example, statements like:

    • Area XY has always been heartland of XY

    • Party XY said the following on XY day XY

    • The country, the party has committed XY crimes!

    • The focus is exclusively on the future, as a look into the past is often controversial and partiality of the forum could be inferred or assumed. This want we avoid.

  • Unrelated drafts that fail due to formal hurdles will be rejected. This includes statements that, in the opinion of the forum management, would never appear in a contract, e.g.

  • Please do not be disappointed if the Peace Forum rejects your treaty based on their derivations. The peace forum thus assesses derivations that are not included and does not negate them either. However, contracts that contain historical derivations are not taken into account to avoid the risk that the forum management would understand one side or the other. 

  • Since we want to avoid this assessment, we do not allow this look into the past! 

  • (ATTENTION: Here again, the above opinion of RA Schindler, look at the problem of historical derivations -> If it was taken into account, it will be put up for discussion) 


  • The proposals submitted may contain extensive unreasonable demands for the future. This is in the nature of compromises, which can be mutually beneficial and/or disadvantageous.

According to e.g. For example, statements or demands such as:

- State XY pays State YX reparations in the amount of XX

- The areas XY receive the status XY

- Organization XY pays a commission consisting of institutions XX from countries XX and YY to monitor compliance with the treaties. Note: The costs for UN missions are financed by all UN members. Therefore this point can be omitted. (Note possibly pays EU. Association of Rabbis chaired by Israel to monitor status of "denazification, that would not be UN)

The forum reserves the right not to put every impertinence online. The forum does not give reasons for this!

Proposals for the development of international understanding are expressly permitted:

  • Organization XY gives a budget from XY to organize youth and culture exchange between XY as follows.  

  • Derivations that contain justifications and blame are not allowed!


Are you disappointed with these rules of the forum?

In this case  the Peace Forum asks you to consider the following:

- The forum does not claim to show understanding for the position of one or the other or to judge something as right or wrong.

- The forum does not claim to have the perfect structure for developing draft contracts.

- The forum has established this structure to the best of its knowledge and belief.

- The forum has chosen this approach so that forward-looking peace treaties are publicized in a forum.

- The conclusion of a draft contract does not prevent history from being processed on other levels. But definitely not on this level. ( See the well-known remarks by RA Schindler, which the founders of the forum have to decide whether to heed or not (let's do it.) 

- The aim of the forum is to encourage individuals or organizations to come up with creative solutions that are accepted by both sides.

- Was your proposal rejected and you don't understand why?

- Rebuild it in sections and submit sections one at a time. All approved sections can later be merged into one whole. This is how you can identify the reason for the rejection.

- In the case of one's own suggestions, it is expressly permitted to take up suggestions from others and adapt them if necessary. There is no copyright. The prerequisite is, however, that you point out in your preliminary remarks that you have adopted elements of drafts XX and YY and identify them in your texts by italics or color design. You improve something good according to your requirements.

- Queries do not have to be answered by the forum, it does not justify or justify anything. In this way, the forum avoids taking a stand and maintains a neutral status. The forum does not discuss or comment anything. 


Are you still unhappy?

The forum leader is also unhappy that there is still no peace. This is also the reason why this  forum was founded.

If this justification is not sufficient for you, you are free to set up your own forum. In this case, the Friedensforum Essen expressly allows you to use all the elements of this forum that you otherwise like as your own.

If you can contribute to a peace treaty with your forum, we would be very happy. 

You are also free to send your drafts directly to the representatives of Russia and Ukraine.



Structure and presentation of the submitted drafts:

  • The submitted drafts are numbered according to approval and publication and thus remain anonymous.

  • Each creator can edit his draft afterwards. However, the review of the editions is prioritized after the review of the newly submitted drafts.

  • Each creator is given the opportunity to create a summary of a certain number of characters (100 / three lines) to refer to their draft. 

  • An overview is created by the author for each draft. In this he may insert keywords such as (ceasefire 678 characters) or other keywords.

  • The forum offers keywords so that drafts can be sorted if necessary

  • The forum provides a framework consisting of


- Summary

- Preamble

- Armistice Agreement

- Territorial issues (Russia, Ukraine, Crimea, Donbass, other)

- Alliance issues

- Integration of neighboring countries

- Historical aspects

- Social aspects (language, religion, freedom to travel)

- Economic aspects (reparations, future cooperation)

- Future conflict management

- Other (For discussion, expandable)


The submitter can write 500 – 2,000 words on each topic


Submitters are asked to write something on each topic.

Each submitter has the opportunity, but is not obliged, to classify their draft in a triangle to take account of their interests.


Each submitter is asked to rate their draft with 20 points. In this way he can make it clear to what extent he believes he has taken into account the interests of Ukraine and Russia, but also of third parties.

In addition, he has the opportunity, but is not obliged, to allow two further classifications by others. He can revoke this at any time.

This is the possibility to have your draft evaluated by the group of administrators and/or by the public in this triangle of interests. 

No further comment is planned.

This allows draft creators to receive feedback on the assessment of their own draft in relation to other draft creators.

A design that primarily addresses one side's interests is not a bad design. On the contrary: the formulation of the interests of one side is important and essential in developing understanding and thus in finding a compromise acceptable to all.

So you don't have to design your draft in such a way that the other administrators or the public will place it in the middle. It is important that in any viable contract, the interests of both parties are strongly considered. This is not ruled out per se, because a peace agreement should prove to be advantageous for both sides. (ATTENTION: Check again RA Schindler's comment here to see whether GREEN and PINK contradict each other's answer:) The compromise found does not have to correspond to one or the other draft that extremely represents the interests of one side or the other, but they can still be helpful, because in you the core interests of all sides become clear.

A distribution of the 20 points to be awarded from 10/3/7, or 5/10/5 is quite legitimate.

Nor will the contract win a prize that is considered particularly balanced here. Rather, the drafts will be awarded in which elements mentioned here in the forum for the first time (e.g. a ceasefire or the status of a region) are also used in a treaty text that will be ratified by the parliaments of both countries in the future.

If you accept the task, the forum management will ask you later to check any incoming drafts according to the rules (link again) of the forum. If a majority of the other administrators increasingly reject drafts that have been found to be permissible, or vice versa, if a majority of the other administrators increasingly accept drafts that have been found to be inadmissible, your administration rights will be withdrawn. 


If you reject a draft, we ask you to mark at least part of the draft text of the application and to formulate your reason for inadmissibility in one or two sentences.


If you do not review an entry within the allotted time, you will be released from reviewing that draft. If there is an increasing number of non-compliance with the promised test times, you will no longer be asked for further tests.


Regardless of whether you want to be a middle-level administrator or not:


- You can edit your design at any time. However, it must then pass the same approval process again, and your original draft will remain online until approval.


- You can delete or pause your draft at any time


- You get the opportunity to publish anonymously (to discuss general anonymity?)

You can turn off contact with individual middle-level administrators


If you receive harassing messages from other middle-level administrators, you can forward them to the top-level.


If you send harassing messages to other mid-level admins, you and your draft may be removed from the forum by the top-level admin.

The forum visitor can go directly to the submitted drafts via the "Submitted contracts" tab

There you can choose the order in which the drafts should be viewed.

  • Most viewed

  • Administrators may make suggestions for other points

  • Representation of the interest triangle with sub-filters for self-assessment, administrator assessment and public assessment.

After verification, visitors to the site may not be robots who also rate the respective designs. Upon request, the drafter will receive an evaluation. The creator may or may not allow the median (What does that mean? One rates 10 another 6 = median is 8) of all public opinions to be published. The number of ratings that led to the mean value are then also displayed. After checking, the visitor must not be a robot, write to administrators of the contracts XY, if their administrators allow this (possibly a function of a request for contact can be inserted, then the decision is up to the respective submitter and he has the opportunity to protect himself from hostilities)

If a peace treaty is reached, drafters can point out to the upper levels of administrators elements of their drafts that are very similar to the peace treaty. 

In this case, the committee reserves the right to distribute the prize among up to 20 creators of partial designs.

A legal claim does not exist.

All administrators can claim to have inspired others to openly discuss a wide range of peace treaties and thereby contributed to a peace agreement.


price increase

Any organization may increase the prize money, but remains anonymous until a peace agreement is reached! (For discussion)

The highest level of administration reserves the right to park the prize money at the Oberhausen Peace Village Foundation (request). The forum is also permitted to set up its own foundation for this purpose should the increase in prize money be recorded to exceed a certain extent.

Any increases in prize money received (amounts over xxxxx) will be announced to the public within one working week at the latest.
